ETP
was
established
in
1982
by
the
California
legislature.
The
ETP
disperses
funds
that
are
mandated
by
the
California
State
Legislature
and
specifically
targeted
for
companies
to
increase
their
efficiency
and
lower
costs
to
meet
the
pressure
of
competition
from
out-ofstate
companies.
